Identifying a qualified HR Director with fluent Spanish language skills

My organization has had a very difficult time in finding a qualified HR Director that has fluent Spanish langugage skills. A large perecntage of our work force is Spanish speaking and the ability to communicate in written and spoken methods is very key.
This is a great opportunity and we have advertised on many HR related job boards but have not been able to identify the right candidate.
This is our largest region with over 203M in revenue, 2 direct reports and 9 in-direct reports (site based HR Managers)and an excellent avenue to an AVP role within our organization.

Hi Jim.
I noticed that you already posted this position with my company LatPro, the day before you wrote this post. Hopefully some of the responses have met your expectations. Being a Director level position, I feel you may have success mining resume databases according to your criteria. Many passive seekers exist that may not see your postings, and would welcome a phone call or email. There may be job fairs that target HR professionals or local SHRM events or people you could network with. Maybe you or your recruiting team could become an internal search firm and cold call on your competitors to find the right person. Or, with the job being such a critical role with your company, you may have to hire a headhunter to help you out.
